So, One might ask, Why would the Municipality like Battle Ground Washington intentionally allow criminal behavior to run unchecked, perhaps even cultivating it by releasing individuals back into the community, refusing to prosecute them and/or out right protecting it ? Perhaps the answer is the multimillion dollar development (photographs attached) that is bringing Walmart, Home Depot, and a large number of other box stores into Battle Ground, Washington. Perhaps, the fact that all of the farm land and large properties which have held out form more than 10 years are impeding the profitability of the developers, City, Tax Base, and Public Utilities all of which would benefit tens of millions of dollars per year should the farmer lands be developed into apartment complexes or high density housing. Of Course, the Federal Governments green space act, the owners of the property, and the individuals who have legal control of the property for the next five years are problematic. One might ask, has any municipality ever used drug and gang violence to force the abandonment or sale of properties before. Perhaps a history lesson of Tacoma water front or Hill Top where violent Crips gang members were brought in under witness protection programs from California and within a few years all of the water front property was none vendible or the Hill Top area where more than 16 square city blocks have been abandon by the property owners and the police nor emergency services will enter the area without SWAT. (both areas which were later purchased for pennies on the dollar and later developed by large corporations and interests) What would be the result of an individual proving an intentional hostile agenda to leverage a property or area by cultivation of physical threats for the sole purpose of development. (for example not prosecuting, logging, documenting, or responding to crimes and intentionally releasing multiple known threats to the community back into the area) Well, I guess we could start with Monitory, Compensation, and Punitive damages; Monitory replacing all items physically lost and related expenses protecting them, and Compensatory losses by replacing all lost revenue and/or crop values, and then punitive (creating a hostile, violent, perpetual physical threat of loss of life liberty or limb day for years).....talking like that might make The City of Battle Ground a little less profitable when intimidating or harassing people residing on properties the City has designs to develop for personal gain. Lets take a look at the multimillion dollar development (largest in the History of Battle Ground) in my back yard that has attempted to obtain and acquire our farm land for more than 10 years and has unsuccessfully attempted to intimidate dozens of home owners and small businesses into submission by illegal and criminal behavior.
