Wireless Regulatory Complaince Specialist Verizon Wireless - Greater Atlanta Area Job Description Responsibilities • With guidance from management and/or senior staff, interpret and provide guidance on Federal Aviation Administration (“FAA”) Regulations and corresponding Federal Communications Commission (“FCC”) Rules (Code of Federal Regulations (“CFR”) Part 17) regarding obstacle evaluation, including identification of heights exceeding minimum instrument flight altitudes, and heights exceeding conical surfaces for prescribed slope calculations, as well as obstruction and marking/lighting requirements, including painting guidelines, lighting guidelines, and acceptable configurations • Knowledge of principles of FCC Rules (C.F.R. Part 22) regarding public mobile services, including protractor-based distance computation, height above average terrain computation, disturbance of AM broadcast station patterns, frequency tolerance, emissions types, cellular geographic service area, service area boundary extensions, contract extension agreements, eight cardinal radii, alternative Cellular Geographic Service Area (“CGSA”) technical information, Effective Radiated Power (“ERP”) manipulation, international border requirements, and in-building radiation systems • Knowledge of principles of FCC Rules (C.F.R. Part 24) regarding personal communications services, including technical standards, (Radio Frequency (“RF”) and Height Above Average Terrain (“HAAT”), narrowband Personal Communications Services (“PCS”) and broadband PCS bandwidths, power and antenna height limits, field strength measurements, international border requirements, and frequency stability requirements • Knowledge of principles of FCC Rules (C.F.R. Part 101) regarding fixed microwave services, including ability to understand the technical content of applications (azimuth, antenna gains, stability, power measurements, digital modulation rates, modulation types, and frequencies transmitted), relocation procedures, paired and unpaired frequencies, and path length measurements • With guidance from management and/or senior staff, analyze and monitor engineering and regulatory information in preparation of federal, state and local applications and reports to obtain Federal Aviation Administration (“FAA”) approvals, Federal Communications Commission (“FCC”) grants and state approvals. • With guidance from senior staff, analyze and interpret current federal rules • With guidance from senior staff, ability to apply federal rule interpretations in order to make sound decisions for various situations as well as communicate interpretations to regions • Participate in the development and presentation of workshops and/or conference calls with regions on regulatory procedures and compliance • Knowledge of Universal Licensing System (“ULS”), Antenna Structure Registration (“ASR”) and Network Compliance (“NCL”) Databases • Familiarity with the engineering required in order to create and modify depictions of market territory, including unserved area, unclaimed area, Service Area Boundary (“SAB”) and CGSA metrics • Knowledge of spectrum allocation and relationship of frequencies to market auctions and agreements • With guidance from management and/or senior staff, establish and maintain open communications with regional employees and various governmental agencies • Make recommendations for developing and implementing processes for regulatory strategies to expedite service while ensuring compliance with governing rules • Provide technical and/or analytical skills while actively participating as a team member on various projects that impact functionality Desired Skills & Experience Qualifications • Bachelors Degree or equivalent experience • Regulatory, Legal or Network experience required • Familiarity with wireless communications’ engineering concepts and technologies • Some knowledge of FAA/FCC rules and general Regulatory procedures • Strong verbal and written communication skills • Strong problem solving skills • Critical thinking skills • Excellent team, interpersonal and organizational skills • Ability to prioritize and manage multiple tasks • Proficiency in computer-based software • Ability to research and analyze
