Some good news: Missouri, Constitutional Amendment 3 Would create a standards-based performance-evaluation system for teachers; would dismiss, retain, demote, promote, and pay teachers based on quantifiable student-performance data as part of the evaluation system; would limit teacher contracts with school districts to three years; would prohibit teachers from organizing or collectively bargaining in regard to the design and implementation of the teacher-evaluation system.
