We have taken account of the fact that a) the performance in poverty reduction of a given state over a given period will depend upon both the initial level of poverty as well as b) the fact that incremental reductions in poverty might decline with improvement of the growth rate. The figures presented for each state are the performance of that state in rural and urban poverty reduction relative to what the 14 major states as a whole have achieved , taking into account a) and b).
