Some of you know that in a prior life I was a Walmart store manager. I can say that as a store manager I would have been against this ordinance. I would have been against it because of several points For one thing bags were brought about because environmentalists did not want paper bags being used. I guess they realized it would be easier to grow more plastic than trees. second a tremendous amount of effort went into developing and fighting lawsuits over the little turnstiles which are used to quickly load the plastic tags. I do not know who really invented the turnstiles so I wont speculate but I do know that Walmart and Target had a tremendous lawsuit between them each claiming the other had stolen the technology. Mr. Sam was fond of talking about how people would spend hours in the store determining what they wanted to buy, visiting with friends and daydreaming but when it came to leaving they just plain wanted to get out immediately. The turnstiles helped speeding up and getting them on their way.
