Someone thinks this horrible artefact is a good idea...........the lower strap is to oblige the horse to keep his mouth closed: these straps were originally invented to help prevent broken jaws in the rough and tumble of the hunting field and jumping. Old books will instruct the rider to leave them loose (two fingers width under the strap), but they have become progressively tighter with time, finally turning into elements of control - and pretty severe control at that. The apparatus in the photo appears to be made out of the skin of some unfortunate cow, too.
