Something I find interesting in the way our QERA SMC is currently operating... Our Chair (usually the President but can be another if President designates or is absent) does not have a vote on motions unless there is a tie and then uses the Chairs vote to break the tie...This is not how committees generally work. In most committees, the chair can vote. In the circumstance of a tie the motion is lost, i.e. if the vote is not a majority it is not a tie to be broken by a casting vote, it is lost. Only in the case of a majority is a vote considered to pass the motion - so, basically the chair can vote per every other committee member, if the outcome is a majority in favour (including what is currently a casting vote) the motion is passed, if the outcome is a tie it makes no difference if the chair votes in the negative or not, the motion is not passed - tie = lost, majority (with casting vote) in the majority negative = lost. By stopping our Chair from voting unless there is a tie, the voting can end up passing the motion when it may (with the additional vote) have resulted in a tie and therefore be rightly considered lost. Who came up with the idea the Chair has only got a casting vote? Who took away the correct voting results whereby a tie = motion lost?
