C., Feb. 25 – The House of Representatives in striking out the French Spoliation Claims from the Senate Omnibus Bill, killed the Senate Bill, but the friends of war claims succeeded in getting a separate bill passed covering the war claims. Alabama has fifty claims in the bill as passed the House (after a filibuster against the bill that lasted practically three days), and those Alabama claims aggregate $53,650.34. Representative Richardson, who has represented the 8th District for some twelve years in Congress, from Alabama, gets for his District $48,045 of $53,650.34. A number of just claims will not be paid upon the final passage of this bill, because the findings of the Court of Claims were not made until too late to permit their being included in the pending legislation. However, those included in the bill that passed the house and went to the senate on last Monday, are sufficient to afford Judge Richardson the distinction of securing favorable action on more war claims than any other member of congress. Several just claims were not included in the bill for various reasons. For instance, the North Alabama College of Huntsville, a most worthy claim, was left out of the bill for an unique reason; for the first time the Court of Claims called into question the “loyalty” of an educational corncration [sic]. The court failed in this case to give a clear cut finding of loyalty in favor of the claimant college, but equally failed to find the college loyal. “The court is not satisfied from the evidence that the claiming college was loyal to the United States Government throughout the late civil war.” The employment of the judgment is regarded as a pretext. Some $16,600 of these claims were carried in the Senate bill as defeated, and in this connection, representative Richardson said recently, that many of the Senate findings had been obtained through the courtesy of the late Senator John T. Morgan whose assistance was often highly valuable when Judge Richardson had more than his quota of claims before the House Commission on War Claims. The bill as amended and passed by the House, must be passed by the senate before it becomes a law.
