Neither! 100% of the murders in those stats, whether by hammer or rifle, are committed by the person wielding them, not by the hammer or rifle. Demonizing inanimate objects is ridiculous. If someone is intent on murdering, they WILL find a way. You can ban hammers, guns, knives, bats... Ban whatever you want, but you will never disarm evil. What say you?
