Subject: - Invite to Participate Street Protest Against recent draconian ordinance on new Land acquisition Act 2013 at Master Canteen square at 11am on 3rd January 2015. Dear Friends, As you know, recently the Government of India promulgated of an ordinance making significant changes in the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013. This includes removal of consent clause for acquiring land for five areas of industrial corridors, PPP projects, rural infrastructure, affordable housing and defense. The mandatory consent clause and Social Impact Assessment (SIA) will not be applicable if the land is acquired for five purposes including national security, defense, rural infrastructure including electrification, industrial corridors and building social infrastructure including PPP where ownership of land continues to be vested with the government. As per the changes brought in the ordinance, multi-crop irrigated land can also be acquired for these purposes. “In the name of development, this draconian ordinance is nothing but a heinous conspiracy for snatching lands from the peasants in the interest of the national & multinational corporations particularly those MNCs who want to invest huge capital in real-estate business. As a result of this ordinance millions of poor and middle peasants will be uprooted from their lands and will add the numbers of the street beggars. This new land acquisition Act, 2013 was enacted by the Parliament of India as a cumulative consequence of long-drawn-out, powerful waves of people’s protest against the British made colonial law Land Acquisition Act 1894. As irony would have it, the very Government at Centre which notified the first installment of Rules under this Act only a few months back indicated thereby its intention to enforce the landmark legislation into, it now desperately seeks to amend the new law by hook or crook, to divest it of some seminal provisions relating to rights of the affected people vis-à-vis the Government and Corporate combine. The proposed amendment specifically targets the select clauses of the Act that give powers to the affected people to voice their concerns freely and fearlessly through Social Impact Assessment and otherwise. In this light, a Street Protest and demonstration to resist the draconian amendment will be organized at Master Canteen Square on 3rd January,2015 at 11 am.
