Subject: Inadequate Representation of the Cable TV Operators Interests at the New Task Force. To, The Honorable Information and Broadcasting Minister, Shri. Prakash Javadekar, Room No 560, A Wing Shastri Bhawan, New Delhi. Dear Sir, I am one of the Core Committee Members of the Maharashtra Cable TV Operators Foundation MCOF, in CC is our President Shri. Arvind Prabhoo, rest of our Core Committee Members and the Honorable TRAI Chairman. Firstly Sir, a very inspiring and a wonderful speech by your good-self at the first meeting of the New Task Force on the 8th Oct, 2014, this is the Youtube link of your speech... youtube/watch?v=1YLfKJ-dtwc as posted by the I & B Ministry itself. At approximately 2.38th minute of your speech, your good-self asked and pointed out if there was a representation by one or two Cable TV Associations at the New Task Force and that two to four more Cable TV Associations-Federations Bodies are welcome to join the said New Task Force. Sir, Team MCOF applauds you for your observation and remarks on the same. Sir, the video of the Task Force meeting shows presence of prominent personalities from our Industry Partners being the Broadcasters and the MSOs, but your good-self rightly pointed out that the Cable TV Operators are Inadequately represented (if at all) and that a few more are welcome to join in. Sir, being an most pro-active and pro-digitization Cable TV Body we are very much taken back to notice that NO Prominent Cable TV Bodies or their Leaders were seen in the said Task Force to take care and protect the interests of the Largest Stake Holder of the Cable TV Industry, being the Cable TV Operators who are detrimentally termed as an Local Cable Operator LCO instead of an Last Mile Owner LMO as the Cable TV Operators rightfully are the owners of their Cable TV Network, the Last Mile and the Goodwill holder of their Subscribers. Sir, they are the ones whom your good-self has referred to in your speech as the ones who have Built the Cable TV industry for this Great Nation to be, I take liberty in my personal capacity to state that we are a Great Nation to be, as we will surely be under the humble Leadership of our most Dynamic PM ever Shri. Narendra Modi ji. Sir, MCOF and most other Cable TV Operators Fraternities in India are surprised as also shocked as we absolutely do not know as to who in the New Task Force is or are representing the Interests of the entire Nations Cable TV Operators; as we were not informed or invited or asked to nominate our Trusted Representatives and thus we are extremely skeptical as most of us woke-up much later when such previous Task Force Members, under the previous Central Govt. lead by the Congress Party created unfair Digital Access System DAS by manipulating and dismantlement the BJP Govt. formulated Conditional Access System CAS which was formulated under the Leadership of Shri. Atal Bihari Vajpayee ji and the then I&B Minister Smt. Sushma Swaraj ji. Sir, CAS was JUST and FAIR to all Industry Stake Holders (although the Broadcasters and MSOs will not agree, but they got what they wanted via DAS) by means of well defined Revenue Sharing as also to the Consumers by means of well defined Regulated Channel Pricing etc, whereas DAS is most unfair, partial and against the two Biggest Stake Holders being the Cable TV Consumers and the Cable TV Operator and thus this has resulted in many litigations in most of the State Level Courts as also at the Honorable Supreme Court of India were conclusions are pending due slow process of litigation. The New Task Force could be the platform with all Industry Skate Holders along with TRAI as an Observer and Arbitrator could help and resolve all important and impending issues. Due the above Team MCOF urges that the New Task Force must be and needs to be adequately represented by Registered Cable TV Federations and Associations who are known to each others and are from all corners of India, if Digitization is to implemented effectively by resolving all shortfalls between the Industry Partners before the deadline of Phase 3, thus Cable TV Operators Bodies from North, South, East, West and Central India MUST have an Just and Fair opportunity to be part of the New Task Force to take our National Digitization progressively and timely forward to completion. Anticipating your further kind understandings as displayed during the Task Force meeting and most prompt attention and just and fair conclusion to the important issue as sited herein.
