Supreme Court of India to hear curative petition of Prof. DPS Bhullar on January 28 New Delhi, India (January 24, 2014): It is learnt that Prof. Devender Pal Singh Bhullar’s plea against death penalty have been listed for hearing in the Supreme Court of India. As per information the SCI shall hear curative petition of Prof. Devender Pal Singh Bhullar on January 28, 2014. Prof. Devnder Pal Singh Bhullar is Sikh political prisoner who is facing death penalty in India since 2001. He has been in prison since 1994. According to Zee News: “reports on Friday said that the Supreme Court has agreed to hear Bhullar’s petition for commuting his death sentence to life term and listed the matter for hearing on January 28”. It is notable that Prof. DPS Bhullar’s curative petition was pending in the SCI for hearing and now it’s been listed for hearing just a few days after the Supreme Court said that a delay in deciding mercy plea is a relevant ground for commuting death sentence to life imprisonment. The SCI had further clarified that the delay in execution was a proper ground for clemency even for those convicted under TADA Act. “Unexplained delay is a ground for commuting death penalty to life sentence,” read a ruling from a three-judge panel headed by Chief Justice Palanisamy Sathasivam. The recent ruling of Supreme Court of India has revived hope in Prof. DPS Bhullar’s case.
