TALKING POINTS BY THE INSPECTOR GENERAL OF THE NATIONAL POLICE SERVICE MR. DAVID M. KIMAIYO, MGH, CBS, DURING IPOA’S STRATEGIC PLAN LAUNCH AT KENYATTA INTERNATIONAL CONFERENCE CENTRE AMPHITHEATRE, NAIROBI ON THURSDAY 11TH SEPTEMBER 2014 AT 9.00 AM. The Chairman Independent Policing Authority Mr. Macharia Njeru The IPOA Board Members Invited Guests, Ladies and Gentlemen It gives me great pleasure to join IPOA this morning as it launches this Strategic Plan. The development of a Strategic Plan is a critical step towards the realization of goals and objectives of an organization. I am sure that this document outlines measures which upon implementation will meet the aspirations of Kenyans and those of the National Police Service. The National Police Service appreciates the cordial rapport that exists between the two organizations and we will continue to cooperate and support IPOA within the framework of the Constitution of Kenya and the National Police Service Act in its quest to achieve its objectives. Police Officers are the most visible manifestations of government authority responsible for public security. Any misconduct by a member of the service attracts immediate attention and concern from all quarters, and therefore the need for oversight bodies is not just an option, but a necessary legal requirement. However, police officers being the enforcers of all laws in the country, an express mandate which no any other institution has, are as a result subjected to frivolous complaints simply because many a times those who have committed crimes are usually unhappy and they will attempt to do anything within their rich to prevent the law from taking its course. We also need to justifiably protect the majority of our officers who every other day put their lives on the line for the good of our country Kenya. Police Officers are always the first people to visit every scene of crime, a scenario which makes them to be on the line of fire. These gallant officers therefore deserve to be commended and rewarded for their heroics and for job well done. Police accountability means that our activities are open to scrutiny by various oversight institutions. The creation of the Independent Policing Oversight Authority and the Internal Affairs Unit have ensured that police are held accountable for their actions. But the role of holding police accountable is not left to state institutions alone, ordinary men and women now have a chance to play an active part in the system of accountability. A close look at the objects and functions of the Police as per Article 244 of the Constitution reveals that our functions are not dissimilar; for example, The National Police Service will always endeavor to; Strive for the highest standards of professionalism and discipline among its members; Prevent corruption and promote and practice transparency and accountability; Comply with constitutional standards of human rights and fundamental freedoms; Train staff to the highest possible standards of competence and integrity and to respect human rights and fundamental freedoms and dignity; and Foster and promote relationships with the broader society These are areas of common interest for both our institutions. Inspection of police premises is an important aspect of the IPOA’s mandate. This will ensure improved employment conditions, better equipment and resources. Police officers are now enjoying a comprehensive Life Insurance Cover and we have every reason to double our efforts in the performance of duties because to whom much is given, much is expected. The National Police Service has been conducting security operations to address incidences of insecurity in different parts of the country. At the beginning of these operations we made it clear that any officer who will act in contravention of the law will be dealt with appropriately. My office welcomes anyone who has any allegation on police misconduct or human rights violation to report to the nearest Police Station, the Internal Affairs Unit of the National Police Service or to the Independent Policing Oversight Authority for action. The National Police Service will continue to discharge its mandate as per the law. I call upon all Police officers not to relent in our endeavor to fight crime, for a safer Kenya. At this juncture I would like to commend all our officers who have served this country diligently with dignity, and continue to uphold the good name of the Service. However the few who like in any other institution are still living in the past, are called upon to immediately reform or else they will be shipped out the Service. Finally, I am positive about the future of the Service, but let us all remember that transformation is not an event but rather a journey, a painstaking process that calls for patience and commitment. As the Inspector General, I am looking forward to collaborating with the Independent Policing Oversight Authority and other oversight bodies to bring positive change to the National Police Service.
