TALKING POINTS DELIVERED BY VISION 2030 DELIVERY BOARD CHAIRMAN DR JAMES MWANGI DURING THE JOINT VISION 2030 DELIVERY SECRETARIAT AND KONZA CITY MEDIA BRIEFING HELD ON 19th MAY 2014 AT CAPITAL WEST, NAIROBI. • Hon. Dr. Fred Matiangi, Cabinet Secretary, Information and Communications and Technology, • Mr Joseph Tiampati, Principal Secretary, Information and Communications and Technology, • Mr John Ngumi, Chairman, Konza Technopolis Development Authority , • Prof. Wainaina Gituro, Acting Director General, Vision 2030 Delivery Secretariat , • Acting Director General, Konza Technopolis Development Authority, • Ladies and Gentlemen, all protocols observed:- 1. I am happy to join you this morning for yet another engagement that aims at facilitating the attainment of Vision 2030; our national development plan. As we gather here to share the progress on Konza City, I am proud to note that we are on track in laying a solid foundation for the attainment of Vision 2030 in the next 16 years. It may come as a surprise but all indicators are now ripe that the Vision 2030 may be; attained well ahead of schedule. This I say because numerous foundation blocks and enablers for such a target have already, been laid. All what, is left now is building upon the master plans, execution strategies, funding lines and related tasks. 2. Take an example of Konza City. I have no doubt that, Konza City, is an actual physical embodiment of the Vision 2030. Konza City in my view epitomizes our national dream and strategy to transform employment markets, enhance social infrastructure and building national institutions built from scratch. The development of Konza city heralds a strategic opportunity to spur the growth of economic activities while positioning Kenya as a leading ICT destination by leveraging and expanding Kenya’s technology focused industries. 3. In my capacity as the Chairman of the Vision Delivery Board, I have committed to mobilise the relevant stakeholders to ensure that laptops for our schoolchildren will soon be assembled at Konza city. This is not a farfetched dream and I have no doubt that we have existing Original Equipment Manufacturers who have already signed up for space at Konza city. 4. My fellow Board of Directors at the Vision Delivery Board are particularly proud of the achievements made in the recent past. Besides the developments at the Konza City, we have in very close collaboration with the implementing agencies managed to commission or inaugurate numerous other projects cutting across the Vision 2030 Social, Economic, Political and the auxiliary Enablers and Macro Pillars. 5. We are particularly encouraged by the recent passing of a number of cabinet approvals and plans, which are now likely to pave the way for the attainment of key Vision 2030 goals ahead of schedule. These cabinet plans and approvals include the plan to lease equipment for public hospitals on a public-private Partnership model. The Cabinet approval for a number of legislative bills including the Magistrates Courts Bill – 2014 and the Amendments to the Agriculture, Fisheries and Food Authority (AFFA) Act – 2013, are also noteworthy in the sense that they will provide much needed legislative authority for key projects falling under the Vision 2030 Social, Economic, Political and the auxiliary Enablers and Macro Pillar. 6. In addition, the Public Private Partnership (PPP) Act now provides the much-needed legal framework to; comprehensively guide the private sector involvement in nation building and Vision 2030 Flagship projects. The PPP Act is the foremost tool that now promises to fast track the implementation of Vision 2030; seen from an angle of the previous legal hurdles, clouding the involvement of the public sector in development projects. 7. The PPP law provides for the participation of the private sector in the financing, construction, development, operation, or maintenance of infrastructure or national development projects. For us at the VDB, we are alive to the fact that, the PPP Act will play a very crucial role in helping facilitate the implementation of all flagship projects. 8. Through all these measures, I am proud to reiterate that the building blocks for the transformation of Kenya into a middle income, globally competitive and industrializing country with a high quality of life by the year 2030 have been firmly laid. 9. To guarantee organizational stability and leadership at the Vision Delivery Secretariat (VDS), we have also embarked on an internationally advertised competitive search for the next Director General. This competitive recruitment process seeks to tap the best Kenyan brain to head the VDS as part of our commitment to ensure the timely delivery of the Vision. 10. We are also honoured to have been co-opted into the Presidential Taskforce on Parastatal Reforms Implementation Committee. This for me is an important public sector restructuring avenue that fits well with the Vision 2030 goals. Alongside the proposed agencies such as the Government Investment Corporation and The National and County Agencies Oversight Office, the Vision Delivery Secretariat (VDS) will be at hand to develop a performance management instrument focused on the National Key Result Areas (NKREA’s) as well as Sector Performance Standards. 11. Further, we recognize the fact that the implementation of Vision 2030 Flagship projects will be highly dependent on our national capacity to entrench our national values and principles of governance. In its core formulation, Vision 2030 focused on the fundamentals of development through the various pillars. It was also important to focus on the anchoring system that would drive the Vision by focusing on the Kenyan people. This is captured through the National Values System enshrined in our constitution. There is now need for its urgent implementation, as it is the software of Kenya’s development. Through it, the Kenyan people will believe in and own the Vision and thus ensure its successful implementation. 12. For this reason, we are very keen to ensure the full integration of the national values and principles of governance which shall operate as a platform to address challenges relating to a. A strong national identity b. Effective representation and leadership c. Equitable allocation of resources and opportunities d. Good governance and e. Sustainable development 13. In the Energy sector, tremendous achievements have been realized. In 40 months we are looking at producing the targeted 5000MW. This is transformational since over the last 80 years, we had only managed to produce an aggregate of 1200 MW. Since we started this in October last year, we are on target for the first 6 months producing 201 MW, a fifth of what we have produced in 80 years in just six months. 14. On the Enablers and Macro Economic Pillar, major strides have already been made. The Jomo Kenyatta international Airport Terminal Unit 4 will be completed this year, while the Greenfields Terminal works are ongoing to be completed in 2017. New terminal buildings at The Manda and Malindi Airports will be completed this year in Lamu, while Moi international Airport and Kisumu Airport rehabilitation are at an advanced stage. All these developments are geared at doubling Kenya’s trade within and without the economy. 15. Indeed implementation of all these Vision 2030 flagship projects requires enormous financial resources that Government cannot be able to raise from traditional sources. The capital market is considered as part of Foundations for National Transformation, being the key avenue for of funding the projects and mobilizing domestic savings. Key for the Vision 2030 Flagship project under the second Medium Term Plan in this relation is the Capital Markets Master Plan (CMMP). 16. Let me take this opportunity to extend our gratitude to our implementing partners in the implementation of Vision 2030 flagship projects. The Vision 2030 Delivery Secretariat and Board has enjoyed a cordial working relationship with the each one of them. We shall continue working closely as they are many more projects underway. 17. We have jointly learnt valuable lessons in the implementation of the flagship projects and we shall use the experiences to ensure excellence in the delivery and implementation of other infrastructural and related projects.
