It was simply practiced covertly. But with the election of a black POTUS, its become overt. Wesley Snipes goes to jail for tax evasion, but the old racist geezer in Nevada (who thinks blacks were happier as slaves), who hasnt paid fees owes the govt in 20 years and pull guns on federal agents still walks free. Wake up, people!!
