THE RWAKAFUUZI 2013 REPORT. KEY FINDINGS 1. Alice Alaso was an open supporter of Mugisha Muntu yet she continued to occupy the sensitive office of the Party secretary General. Team Nandala was entitled to suppose that Alaso took partisan decisions to disadvantage especially Team Nandala 2. Alaso did not act outside the law by recruiting Otukei, her relative to the electoral affairs desk. Otukei was a longtime volunteer with the party and was recommended by the electoral commission 3. Alaso was not responsible for accrediting the delegates and so she did not accredit the three controversial characters Team Nandala complained about. 4. On Alaso writing to the speaker that Mr. Nandala should step aside as LoP, there was no breach in writing but it would have been safer to have gotten a common written position of the party on the matter before writing 5. Allegations of Mr Muntu name calling Mr Nandala aplatoon commander, Muntu explained that it was mere military jargon but apologized to Mr Nandala in case the phrase had unwarranted innuendos. 6. There was lack of full cooperation by the candidates with the electoral commission and security. 7. On proxy voters, there was no breach nor was there any wrongful invalidation of votes 8. The party organs during the election were largely ineffective RECOMMEDATIONS 1. The party should in future avoid holding piecemeal elections. If a position falls vacant, it should be filled by NEC 2. Amendments to the party constitution to clarify, for example, on whether a delegate is attached to office or individual 3. The terms of the party president should be synchronized with those of the other party positions, thus a four or five year term as may be practical 4. In a bid to promote interparty democracy and party cohesion the party should hold a general election for all officers from grass root to party president in 2014 or as soon as practicable. 5. The independence of the electoral commission should be emphasized in order to avoid the perception that was held during the last election 6. A rule should be made that if a member is not able to vote in person, he or she must exclusively communicate to the electoral commission chairman in writing, and on the same occasion nominate the person to cast his or her vote at least two days before the election. The chairman electoral commission must display a list of the appointed proxies at a conspicuous place at the party headquarters at least 48 hours before the elections
