FOR APPROVALOF THE PRESIDENT IF IT BECOMES AND LAW, FOR CONCURRENCE OF THE MEMBERS OF THE JUDICIARY AND FOR ENDORSEMENT, LIKING AND SHARING OF THOSE CONCERNED INDIVIDUALS, ENTHUSIAST OF POLITICS, LAW AND GOVERNANCE. TO WHOM IT MAY CONCERN; While Postponement of SK and Barangay Election is being talked in Congress and the Senate.... Why Not think of REVISING OR AMMENDING THE CONSTITUTION AND THE LOCAL GOVERNMENT CODE. On the Following points; 1. LOCALIZED REPRESENTATION TO CONGRESS, this time, all cities and municipalities are fully represented in Congress. unlike todays structure. their representation shall come from the elected top notch city or municipal counselors. 2. Lupon ng Tagapamayapa shall now be included in the election at the Barangay level, but the qualifications must be increase to the least graduate of Bachelor of laws, or has read all the laws of the Philippines and qualified. 3. MTC, RTC CA, AND SUPREME COURT Judges, associate Justices and Justices must likewise be elected from any qualified persons, not necessarily lawyers, priest may qualify...and others who are not disqualified to judge may qualify and the same terms apply for 6 years and maximum of two terms...... 4. There shall be no more two houses of Congress, Senate will be abolished. 5, Cabinet Secretaries must be elected, the current Senate shall be converted to the office of the Cabinet members. that way, the presidencies powers may be curtailed, and real debate on issues will be deliverated at the cabinet/senate type. discussion. The privilege of appointment by the President of JUDGES, AND CABINET SECRETARIES, will be a thing of the past. A president must know how to PRESIDE ON ISSUES of governance. Lets simplify matters. 6. Include Expansion of Supreme Court up to the Provincial Level. The Supreme Court in Manila, does not know the knitty gritty of facts being tried in the local level. The COURT OF APPEALS AND SUPREME COURTS numbers must be increased, and up to the Cities, municipalities and Provinces. Tanodbayan and Ombudsman functions may be continued, but decentralized as well, so that corrupt government elected officials, in the legislative, executive and Judiciary department may be charged for all this misdoings. SO THAT THERE WILL INDEED BE PEACE AND HARMONY IN THE LAND, AND DISPOSITION OF JUSTICE ACTED UPON FAST ACCURATE.AND EQUITABLE . 7. STUDENTS OF LAW AFTER GRADUATION IN COLLEGE AND UPON PASSING THE BAR, AND LAWYERS ALIKE AND RETIRED JUSTICES MAY APPLY TO THE PROSECUTIONS OFFICERS, to act and defend for and in the name of the Republic of the Philippines, ,, may accept civil cases upon approval of the head of offices and upon merits of the cases. OR TO THE PUBLIC AND PRIVATE ATTORNEYS OFFICE. Government shall both compensate lucrative, on a success bases, from the TAXES COLLECTED AND FEES COLLECTED by the government. This is done so to eliminate corruptible chances for lawyers and judges as well. Each Cities and Municipalities shall tremendously have their own Prosecutors Office and Public or Private Attorneys Offices. The Prosecutions shall be the Plaintiff side and the PAO the Defense Counsels, of any person Private and Public Citzens of the Philippines. LUCRATIVE BUT NOT OPPRESSIVE FEES SHALL BE FIXED STIPULATED AND UNIFORMLY CHARGED IN ALL COURTS. In case of default of parties to pay, DSWD SHALL represent any client either Plaintiff or defense. when such proof is warranted and proved.
