Dear Sirji First upon all let me appreciate your concern towards this burning issue. Dear sir It is noticed that mostly animals are taken in the vehicle to be slaughtered. Whether that is legal that is different issue. But following minimum things should be integrated in the new amendment... A= The vehicle should have ORIGINAL COPY of the permission from where this animals have been loaded with PURPOSE & DESTINATION i.e. where it will be delivered. Because mostly animals are purchased in false assurances / promises but ultimately it goes to slaughter houses or are ILLEGALLY crossed to BANGLADESH to be killed. B= If it is found by the local police in the mid-way that the animals are illegally transferred for slaughter, then the animals should be immediately given to surrounding Animal welfare center. The vehicle should be CONFISCATED and the driving license should be REVOKED permanently of the driver and the vehicle Owner. This is must otherwise there would be no fear of law! It has been noted that since the law is not clear they repeat this offense without any fear!!! C= It has also been noted that animals are kept in very gruesome way. There should be CLEAR SPECIFICATIONS on... 1= How much maximum animals can be kep? 2= Whether they have Veterinary Doctor certificate for Fit to Transfer? 3= Whether they have proper animal feeds between the travel? 4= Whether it is clean from excreta? 5= Whether it abides by basic rights of animals as per the cruelty act? D= If the animals are confiscated and given to local GoShala or Animal Rehabilitation Centre then the maintenance cost should be beared completely by the Vehicle Owner only so that he thinks 100 times before transporting innocent dumb animals for slaughter. E= It has been seen that sometimes RTO or regional police knowingly allows or opposes the volunteers wrongly when this thing is detected due to no knowledge of the laws! . Then the concerned officers must be given regular updates and training. Also if a concerned officer is found wilfully guilty then STERN ACTIONS should be initiated for wilful negligence of law and to be in connivance of Illegal Transporters who are destroying the CAPITAL OF NATION.
