Table electoral reforms, Kadaga tells Rugunda By SOLOMON ARINAITWE Parliament. The Speaker of Parliament, Ms Rebecca Kadaga, has asked the incoming Prime Minister, Dr Ruhakana Rugunda, to ensure government tables electoral reforms before the end of this year if preparations for the 2016 elections are to stay on schedule. Ms Kadaga also revealed yesterday that the premier-designate would appear before the House on Tuesday next week for formal approval. President Museveni nominated Dr Rugunda to replace Amama Mbabazi as PM last week. “Under Artice 108, this type of approval is supposed to be done by Parliament. I want to call on the whips to ensure that members attend,” Ms Kadaga said. On the PM’s to-do-list, the Speaker told journalists that Dr Rugunda wants “to make sure that that legislation [on electoral reforms] comes before the end of this year. “I had wanted it during the other session last session. Now the year has gone so that will be one of our demands that they act expeditiously in the interest of the country,” Ms Kadaga said. Opposition and civil society activists have formulated a raft of electoral reform proposals, including disbandment of the current Electoral Commission to allow political parties have a say in the appointment of key officials.
