Madam Neten Zangmo, The Anti Corruption Commission of Bhutan I am writing to you today to obtain full reconciliation on the following disengaged logical semantics on Former National Land Commission Secretary Dasho Sangay Khandu! I assume Madam Neten Zangmo you must be by now prodigiously savvied with this Case! Let me tell you again, this Gentleman Dasho Sangay Khandu as per records dating back to 2004, the total land registered in the name of the former secretary’s wife and her relatives was only 21.164 acres. However by 2012, the total land holding has increased to 39.287 acres. While his Majesty’s command granted 3.821 acres, a total of 18.122 additional acres of land was eventually registered, which meant that the land holdings have increased by 14.301 ACRES. But I am afraid to tell you Madam that as far as this nation is concerned, what I notice is ACC’s lexical ambiguity, what I notice is ACC’s unwilling to take a leap and ACC is goddamn paralyzed & frozen by the fear! Madam Neten Zangmp, the WHISTLER BLOWER has already submitted the complaint with supporting evidence to the Anti Corruption Commission through your bloody online reporting portal several times, but had never received any response. Let me again upload the dossiers carrying 39.287 ACRES of land, and I insist you to relook at it please! Madam Neten Zangmo, show us that you are not just a sitting duck, show us that you are not applying two yardsticks, show us that you are not just swallowing middle and lower level management employees, show us that you have teeth to bite Senior management employees also! Madam Neten Zangmo, I have to inform you this that, there is a general talk airing in the town and the talk is that Madam Neten’s favorite feast is Mid and lower level employees such as RSTA Officers, Admin Assistant, Guards, Border check post Immigration officials, Lower cadre Police, Petty Contractors, Forest Officers, Peons, accountants, mid level tender committees, local leader on misuse of funds, and petty business such as sawmill runners! If something such of a report is received by ACC, it is believed that ACC chews and pops like 8-year-old girl chewing bubble gum! When it comes to Senior Management Employee Madam Neten please listen this, People commonly & ironically assume you either on holiday or not in the office! How hopeless it is Madam! As per your office record you seem to report the following achievements: It is commendable job you and your team has delivered la! 1. 498 complaints & cases investigated just 9 in 2006, time taken in days 240 days to adjudicate….ranking 32/163 countries 2. 791 complaints & cases investigated just 20 in 2007, time taken in days 200 days to adjudicate…ranking 46/180 countries 3. 366 complaints & cases investigated just 34 in 2008, time taken in days 370 days to adjudicate...ranking 45/180 countries 4. 512 complaints & cases investigated just 15 in 2009, time taken in days 250 days to adjudicate…. ranking 49/180 countries 5. 375 complaints & cases investigated just 7 in 2010, time taken in days missing ranking 36/178 countries 6. 456 complaints & cases investigated just 123 in 2011, time taken in days missing…. ranking 38/183 countries 7. 415 complaints & cases investigated just 5 in 2012, time taken in days missing… Ranking 33/176 countries 8. 393 complaints & cases investigated just 7 in 2013, time taken in days missing…. Ranking 31/177 countries Type and area of corruption 99% of 78 cases in these long 8 years involve Mid and lower level management employee well investigated & prosecuted in the areas of Resource misuse, Power Abuse, embezzlements and construction & Procurement! Only thing here I demand yes Madam, I demand is under Article (9) of the Constitution of Kingdom of Bhutan, I demand is under Royal Kasho from 4th Druk Gyalpo, I demand is under Word from 5th King, now is on BLOODY Former National Land Commission Secretary Dasho Sangay Khandu’s 14.301 ACRES of land fattening! Madam Neten would you be able to demystify this case la. Entire nation is at demand! What stops you Madam Neten after all you have following backings: - 1. Article (9) of the Constitution of the Kingdom of Bhutan that states, “Every person shall have the duty to uphold justice and act against corruption”. 2. Royal Kasho from 4th Druk Gyalpo that direct “It is the responsibility of every Bhutanese to act against corruption in our country” 3. Word from 5th King “ the rise of corruption Bhutan is a challenge we face. How big the challenge is depends on how soon and how strongly we decide to oppose it. There is no room for corruption, it is as simple as that, not now and not in future” 4. His Majesty’s Command to new government 27 July, 2013 “It is important to hand over a good democracy to our future generations without ... corrupt practices. Today, as PDP takes this opportunity to form the ruling government I hope you all will prove that a system without [...] corrupt practices [...] can exist. 5. Article 27(1) of the Constitution mandates the ACC to take steps to prevent and combat corruption; section 25 (1) (g) of ACA 2011 empowers the ACC to detect and investigate any suspected offence, suspected attempt or suspected conspiracy to commit a corruption offence .” Madam what disturbs me is when you pretend not to have received or not to have accepted by your online portal although the WHISTLER BLOWER has already submitted the complaint with supporting evidence to the Anti Corruption Commission through your bloody online reporting portal several times, but had never received any response. You know Madam, your ACC’s Vision, Mission and Values stand pointless. • Look at the Vision “corruption free society” when you don’t have guts to Deal this case. • Look at the Mission “ Leading by examples” when you can’t lead this case • Look at the Values “ Fearlessness, result-driven, credibility” haha Madam Neten Exchange it to Coward, Double standard!
