Temecula is looking to create a special zoning designation to help spur affordable housing development on almost 200 acres scattered throughout the city. The Affordable Housing Overlay would be part of a proposed housing element update. The last time the city went through the process of updating its housing element -- which its required to do by the state -- amid the debate over the Summerhouse development, the document was never adopted. Do you think this new plan is better than the previous proposal? Why or why not?
