Texas Senator Watson continues push for independent board for Austin Energy State Sen. Kirk Watson, D-Austin, is asking the state’s top lawyer whether the City Council can put Austin Energy under new management without a referendum. Watson is asking Attorney General Greg Abbott whether the council, under its own authority, can place the city-owned utility under the oversight of an independent board of power experts without a public vote. The request was made in conjunction with state Sen. John Carona, R-Dallas, who, per legislative custom, sent a letter to Abbott as chairman of the Senate committee with jurisdiction over the state’s utility matters.
