The hurricane center says Arthurs strongest winds will likely hit the Outer Banks. Forecasters expect Arthur to strengthen to a Category 2 storm with winds of 95 to 110 mph by the time it makes landfall sometime tonight or early Friday. Havelock officials have declared a state of emergency and have imposed a curfew from 12 a.m. to 6 a.m. on Friday. On the projected path, the storms eye could cross right over Havelock or just east of the city. The National Hurricane Center shifted the track west at 5 p.m., showing landfall in Carteret County, likely meaning greater impacts for the Havelock area.
