Thats an outrage. Just in case that jurisdiction isnt aware, saving precious lives, be they animals or otherwise, IS an emergency. Its a terrible shame that only one of those creatures survived. I had a similar exxperience several years ago. I was getting off the Northern State Parkway to get onto the Long Island Expressway when part way up the off ramp a mother duck and about a half dozen ducklings crossed the ramp in front of me. I stopped and avoided them but because its just a one lane ramp and there were other cars coming up behind me I couldnt get out of the car and help them. I sincerely hope that somehow they survived because they were walking (ok, waddling) towards the highway I just got off of.
