The 2002 and 2012 local elections have paved the way for devolutionary decentralization ensuring transfer of authority to the local level. Since then, the Academy for Peace and Development (APD) has been conducting various activities and research that are aimed at moving the process of decentralization forward. In 2010, The Academy for Peace and Development was commissioned from the Fourth National Program Group Meeting to formulate a National Decentralization Policy as a way forward to overcome challenges to the decentralization process in Somaliland. APD finalized the policy in 2013 along with its partner Interpeace, and the UN Joint Program on Local Government under the political leadership of the Somaliland Ministry of Interior. The Vice President of Somaliland and the Inter-Ministerial Committee on Local Government are the driving forces for developing and implementing this decentralization process and have provided invaluable assistance and support in finalizing the decentralization policy document.
