The Arab countries cannot individually achieve the needed development and secure other necessities such as regional security and solving the problems of water and food, etc. This desired and necessary Arab unity cannot be achieved today except through democracy. It can only be built brick by brick, through mutual cooperation and concession among the Arab countries and within mutual democratic relations. Therefore, the concept of ‘basic territory’ should be replaced by what I have previously suggested as the ‘model country’ because of the sound democratic life it can offer.
