The BOP already has the laws available which allows for designation of offenders to community corrections -- intensive supervision/electronic monitoring; halfway house, community in-patient treatment programs, etc. But the BOP REFUSES to follow the plain language of 18 U.S.C 3621 (b) to properly designate inmates according to their classification, education, treatment and restitution needs but, instead, designates all inmates sentenced to BOP custody straight to prison at a cost of more than $58,000 per inmate per year. In prison, inmates pay no taxes, pay no restitution, are unable to support/parent their children and, contribute nothing to society. Holding inmates responsible and accountable within community corrections placement would reduce the unsustainable prison growth in the BOP and make inmates productive contributing members of society under supervision. Director Samuels instead comes to the Senate Judiciary Committee whining his and his predecessors same tired we need the money to protect staff and public safety whine but shows nothing for the annual budget increases.
