"The Building Code is a set of minimal standards In a new building, if we want resilience, we likely have to go beyond the Code; possibly well beyond. In renovating an existing building, we must first understand how closely that building meets the Code. It may have been built before there was a Code, or If there was a Code in effect, the building may not have conformed to that Code, and the Code may have changed. to build the code First, the Code represents a set of minimum standards. Stated differently, the Building Code describes the poorest quality building that you can legally build. In a new building, we must consider carefully how the Code applies to our building and determine the degree to which we want to go beyond the Code. Especially as regards load resistance, we may need to enhance the engineering design of the building so it can not just survive extreme loading, but can remain ssentially (or nearly) undamaged. There are two different Codes – Prescriptive and Performance. The standard or so-called commercial Code is a performance Code and does not tell you how to make your building, but rather tells you what performance attributes your building must possess. Good design and engineering will not eliminate all structural problems, but there is no substitute for knowing your medium. "
