The Cabinet which met here under the chairmanship of Chief Minister, Omar Abdullah today took various decisions: Approves establishment of 826 new health centres The Cabinet approved the establishment of 826 new Sub-Centres in the State under the National Health Mission and hiring of 676 ANMs for these Sub Centres in the first instance at the rate of Rs.12000/- p.m, as admissible under National Health Mission. The Cabinet approved Up-gradation of 371 sub-centres to the level of NTPHCs, establishment of 87 new ISM dispensaries, creation of 458 (371 Allopathic + 87 ISM) Assistant Surgeons / Medical Officers in the pay band of Rs.9300-34800 + grade pay Rs.5400 besides hiring of 1284 Casual Workers to work as Nursing orderlies for the newly upgraded/ opened health institutions on the notified minimum wages. Approves financial package for PaK/Chhamb displace persons for submission to GOI The Cabinet approved the financial package for a one-time full and final settlement of the bonafide state subject PoK-displaced and Chhamb-displaced persons for being recommended to the Government of India. The proposal includes providing funds to the tune of Rs. 9096 crore for payment of compensation as one time settlement in favour of 36384 PaK/Chhamb families @Rs. 25 lakh per family. B R Sharma promoted to fixed scale of IAS The cabinet accorded sanction to the promotion of Mr. B. R. Sharma, IAS (JK:84), Principal Secretary Planning and Development Department to the fixed scale of IAS (Rs. 80,000/-) w.e.f. the date Mr. Khurshid Ahmed Ganai, IAS (JK:82) demits office as Financial Commissioner, Industries and Commerce Department. Consequent upon his promotion to the fixed scale of IAS, Mr. B. R. Sharma IAS shall be designated as Financial Commissioner, Planning and Development Department. Past service of Migrant substitutes to be counted for pensionary benefits The Cabinet accorded sanction to the counting of past service, rendered by the migrant substitutes prior to their regularization, for the purpose of pensionary benefits only, provided that the total qualifying service shall not exceed 28 years. Approves SW offices for Sgr (North), Bani The Cabinet gave nod to the establishment of Tehsil Social Welfare Office, Srinagar (North) and Tehsil Social Welfare Office, Bani Kathua with the creation of four posts of various categories for each office. Cabinet approves creation of new admin units in left out areas The Cabinet approved the recommendations of the Khurshid Ahmed Ganai led expert committee, constituted to examine the feasibility/demands for creation of new administrative units in the left out areas. The Committee had recommended the creation of 9 new sub-divisions, 50 new tehsils, 99 new niabats and 63 new CD blocks. Cabinet approves enhancement in Ration Money Allowance in Police The Cabinet accorded sanction to the enhancement of “Ration Money Allowance” from Rs. 600 to Rs. 800 per person per month w.e.f. 01.07.2014 to 31.03.2015 and ” from Rs. 800 to 1000 per person per month w.e.f. 01.04.2015 in respect of such non-gazetted police personnel (Follower to inspector) who are in receipt of Ration Money Allowance in terms of Government order Home-177 of 2008 dated 19.03.2008.
