The Chief Executive of Hong Kong CY Leung was excoriated recently for saying that a free vote for HK would be bad as it would mean that the poor would dominate politics. Before we start getting outraged, lets consider the case of Thailand where the rural poor, especially the North East, dominates the vote. Because of its unsustainable populist policies, like rice subsidies to farmers and free health care that tax revenue cannot afford, no matter how many times a free vote is called, Thaksins parties will always win. The other segment of societies, especially the urbanites and business groups, feel marginalised and frustrated after every election. This has led to years of social division, strife and chaos in Thailand. When one demographic overwhelmingly dominates electoral politics, democracy does not produce stable results. That said, if more than half your country is considered poor, then you obviously havent done a good job at governance.
