The EPA has included in its proposal an exemption for routine agricultural practices, including farming, ranching and forest preservation. This means those practitioners will not have to get a permit to plow, seed, cultivate, do minor drainage or harvest their crops. This article is not accurate. Only 53 specific activities are exempt, and they are exempt ONLY if the farmer or rancher meets all Natural Resources Conservation Services standards. Until now those standards were voluntary, so many farmers and ranchers are not familiar with them. And that part of the proposed rule is effective immediately.
