The Founders designed a modest state, the purpose of which was to declare and defend the rights and liberty of its citizens. Accordingly, they composed a charter that defined the government thereof. The United States was not a world power at the time it was written, ratified and first-amended, and the Founders made no provision for the pursuit of such a role. In the interim, America has acquired vast power, and "Power corrupts; absolute power corrupts absolutely"! And so it is that today the leaders of our country declare that it is the responsibility of the United States to police the entire world and serve as prosecutor, judge and jury when it is decided by those leaders, according to their personal sense of morality, that another state has violated their moral standards. There is no basis for this role in law. Law is the basis on which our government acts. Those powers not specifically assigned to government by its charter are prohibited to it. In order to tax the income of citizens, the Constitution had to be amended to permit the government to do so. If the role of world policeman is to be pursued by our government, the Constitution must again be amended to permit this. Until it is, the government is specifically forbidden to pursue this role. The lives of our service men and women and the wealth of our nation must not be sacrificed to this role until it is specifically agreed according to the Constitutional requirements that this shall be the pursuit of the United States and the role of its government.
