The Government has the duty to develop the man power level in the country through massive education and literacy programs. accordingly the EFDRE Government declared that every child 7 and above years old has to attend school; government servants should upgrade their educational level in colleges and universities inside and outside the country. it is for that purpose that universities are widened to 33 institutions in our country. Each university has to establish interaction with different foreign country universities to create opportunities for its instructors to learn their MA/MSc, PHD, and above levels of education. the management of the universities are in place to implement this government directives as these opportunities are to equally benefit all instructors of the all 33 universities. but the personal decisions of the management of some universities deny these opportunities to equally benefit all instructors which can be called an intentional discrimination posed by ill management. for example this month the Ministry of Education sent to universities the letter of Indian scholarship opportunity in fields not available in country universities. therefore, order universities to screen out eligible candidates and send to it. it even reminded them that some instructors were screened out and offered the opportunity to learn in India but they were not sent for the education and this is a mistake; so follow up and take all necessary measures. But the management of some universities like WOLAITA SODO denied their instructors to learn their MA programs in INDIA universities on by saying teaching MA out side the country is the wastage of national resource; which is the statement that has no legal justification. all in all individuals illegal decision have negative impact on ones life. we can not criticize government due to this decision since it is the group of individuals who did that. I hope our progressive government will investigate these kind of ill implementations and come up with corrective measures for the generation that follows us. but for the time being we are the one offended by this ill decision. what is surprising is that the decision is by those who studied abroad. but they take the opportunity of the fellow generation to learn outside the country as the wastage of national resource.
