The Inuit were asked in the late 70s and 80s when the land (and marine) use studies were underway for the Polar Gas Project; marginally during the Berger studies; and a decade later when the Beaufort Sea EARP process (which I worked on) was underway. I think everyone knew the channel they were in but a lot of focus was put on the land expedition that left the ships (and the graves). Inuit in the area still have cutlery, dishware and other stuff they discovered. ANY implication that Harper is in any way responsible for the discovery is science fiction. And Harper could not last a night in the Arctic - the man is marshmallow and totally untrained for anything remotely defined as exploration.
