The Joint Information Center has announced that Guam has been returned to Condition of Readiness 4, normal condition, now that the National Weather Service has lifted the Tropical Storm Warning and Typhoon Francisco has past us. Calvo Gives All Clear; Guam Gets Back to WorkFINAL JIC News ReleaseOctober 18, 2013 (1:30 p.m. ChST)Thankfully, Typhoon Francisco turned out to be more an inconvenience than a dangerous storm. The island no longer is experiencing dangerous wind speeds. The roads are clear of debris, but still wet and slippery. No major damage has been reported. There are no injuries reported as a result of the typhoon.Governor Calvo applauds Guamanians for their level of preparedness, despite Guam not facing a threatening storm in 11 years. He has given the all-clear and declared Guam in Condition of Readiness 4 effective 2 p.m. today. Joint Region Marianas, Naval Base Guam and Andersen Air Force Base also announce the all-clear status and return to COR4 effective 2 p.m. today. COR4 is the normal point of reference when storm threats to the island are at least 72 hours away. The National Weather Service does not see any threats to the island forming at this time.It is too late in the day to reopen schools or the government of Guam.Most agencies will reopen Monday at 8 a.m. Critical personnel in public safety and medical care have been working through this time. Other operations are being called to reopen immediately. These include Treasurer of Guam, Port dock operations, Guam Mass Transit, and public housing area staffing.The Governor encourages the private sector to resume operations, as the threat level has cleared. Employers should give their staff time to report to work, as roads are still slippery and drivers should drive slower than the posted speed limit.The Guam Police Department will resume normal operations, continuing its patrol through neighborhoods and the main roads. The Criminal Justice Striking Force will be out in full force to prevent robberies and burglaries, and to find people wanted in criminal investigations and those who have outstanding warrants of arrest.The Police Chief also has directed Operation Dragon to resume as normal. This is the police task force patrolling the island to remove loiterers from private businesses and public facilities, and arrests those who are drunk and drinking in public.The forecast shows that the skies will start clearing, and the island will be breezy and fairly warm and bright tomorrow. The Governor wishes all Guamanians the best going into the weekend.
