The Participatory Development Programme in Urban Areas (PDP) is an Egyptian-German development programme implemented in cooperation between the Egyptian Ministry of Planning (MoP) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The PDP was initiated in 2004 and is currently in its second implementation phase (until June 2018) in cooperation with the European Union (EU) and the Bill and Melinda Gates Foundation – as co-financing partners, in addition to, the core-financing of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the contributions by the Egyptian side. It focuses on the upgrading of informal areas in Greater Cairo Region (GCR) by introducing and supporting the implementation of participatory methodologies for urban upgrading with public administration and civil society organizations to improve service provision, and thus, living conditions in an integrated manner to alleviate urban poverty. The on-going phase of the Programme has as an overall objective of: “Public administration and civil society organisations improve services and environmental conditions for the poor urban population” with the following four components. Component 1 focuses on the dissemination of participatory urban development procedures and tools and their institutional anchorage. Component 2 focuses on ways and means to increase the resilience of informal areas to climate change. Component 3 has the objective of establishing an integrated and community-based solid waste management system in two selected areas (Khosoos and Khanka, Qalyubeya Governorate) with the Gates Foundation. Component 4 is tackling the improvement of the living conditions in 9 unplanned informal urban areas (three informal areas each in Cairo, Giza and Qalyubeya Governorates) through funds implemented according to EU’s grant procedures taking into account the active participation of youth, women, civil society organizations and the private sector. As a separate initiative to promote civic engagement by empowering youth, the PDP is implementing a Youth Fast-track Measure within the same areas. A youth measure has been recently developed, entitled ‘Developing the capacities of Youth through Youth-led Social Projects’. This measure is building on the previous work of the PDP in the field of Youth empowerment. It is meant to use social projects as a meaningful way to integrate and involve youth in developing their communities and making concrete decisions. This measure is the basis for this job opening. B. Responsibilities The Advisor has the following overall responsibilities: • implementing and following up daily operational aspects of all issues related to the PDP’s Youth Measure, as well as, internal and external communication of the overall Programme • processing technical aspects and further developing the PDP’s new Youth Measure (Developing Local Capacities through Youth-led Social Projects) • assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups • innovation and knowledge management with regard to the PDP’s Youth Measure • ensuring that the Youth Measure runs smoothly C. Tasks 1. Strategic functions: The Advisor • supports in the development and implementation of a strategy on capacity development of youth representatives (especially female youth residents) to become active participants in community development through social projects. This strategy should build on the programme’s previous efforts in the field of youth empowerment, and at the same time, respond to the new partners’ landscape and changing political environment • foster linkages with governmental entities (especially local officials) to institutionalise the approach of social projects as a means to integrate youth concretely in community development • supports in the design of capacity development packages, materials and training measures on social projects in informal areas • coach and mentor youth from the design of their social project to implementation (and ensure that female youth demands are highlighted) • erects sustainable co-working (safe) spaces in the informal areas (where female and male youth can participate and engage) 2. Advising the partner institution(s) The Advisor • supports in identifying the need for any external technical input to the component and designs terms of reference for consultancies and/or contracting out of technical inputs • deals with the design, preparation and implementation of workshops, seminars and other events on issues related to Youth Measure • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives 3. Networking and cooperation The Advisor • maintains a good flow of communication and information between all involved stakeholders (youth residents in the community; local CBOs; local youth center professionals, community initiatives, etc.) • cooperates specifically with women’s organisations and initiatives to encourage female youth participation in the Youth Measure • develops co-working spaces in the informal areas; linking relevant initiatives and organisations (from within and outside the areas) to the co-working space to foster vibrant discussions and potential points for collaboration • develops a monthly programme for the co-working space and coaching youth members on how to sustain the space • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme 4. Knowledge management The Advisor • ensures knowledge transfer to programme information • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures • draws up reports and presentation documents • documenting very closely the developments of the Youth Measure • developing a toolbox for other agencies looking to invest in youth empowerment through social projects • prepares appropriate input for various programme reports including annual reports to the BMZ and the EU, and contributes to the other reports required by the programme coordinator and GIZ Head Office 5. Coordination tasks The Advisor • assists with general programme planning and develops programme concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation • responsible for monitoring the developments of the Youth Measure (operational plans) • coordinates relevant programme activities at local level in consultation with the manager with regards to implementation and preparing organisational aspects • compiles the relevant information for joint programme activities D. Required qualifications, competences and experience Qualifications • B.A. with Honours or higher in social sciences (i.e. sociology, political science, development studies, social work or international relations) • experience with social entrepreneurship, incubation, female mentorship, gender mainstreaming Professional experience • at least 3-5 years’ professional experience in a comparable position Other knowledge, additional competences • very good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office) • fluent written and oral knowledge of the English and Arabic; a working knowledge of German is an asset • experience running projects is an asset • excellent communication and organisational skills • capacity to work well in a team and to work under pressure • willingness to upscale as required by the tasks to be performed – corresponding measures are agreed with management E.
