The Public meeting of the Citizen Review Panel was supposed to be held in Council Chambers this August 5th 2013 at 6pm to discuss two complaints. They have canceled again. 1. 2012-1041: The complainant alleges that the officer was not neutral in a civil matter. 2. 2013-0151: Complainant alleges he was arrested, based on a negligent investigation conducted by a detective. 3. Public Comment. (Although the Office of the Police Monitor overseas this meeting, there is no public discussion allowed about any other police area of concern, except the complaints listed above. (No activist group came forward and asked that the Police Civil Service contract with the City of Austin be changed to allow public comment, or questions on any police issue. Maybe its time to add a police spokesman to the panel, in order to answer and respond, to any questions by the public. - The last major change happened recently, which allows the Civilian Review Panel and Police Monitor, to make public recommendations in Critical Incidents even without a finding of fault by Austin Police Internal Affairs. It was not allowed before unless the officer/incident, drew a sustained finding of fault. Any other complaint, without a finding of fault by an officer, is still off limits for independent recommendations by the panel and Police Monitor. The Office of the Police Monitor, headed by Margo Frasier, did not give a reason for the cancellation
