The Security Miscellaneous (Amendment) Bill 2014 did not get Parliamentary approval! 1st: The Presiding Officer of the 3rd reading of any bill MUST be by any other person but NOT the substantive Speaker! If not, the whole house should have had an extra-ordinary sitting to bestow on him that responsibility. Muturiiiii! 2nd:When an amendment is proposed on a Bill by a Member, the said specific Member or his/her appointed representative MUST personally move the motion (present the amendment for approval) to the Committee of the Whole House for consideration and processing. Over 10 such amendment proposals by CORD MPs were approved without so being moved! Mr. Speaker, which Standing Orders were you using? Ha! 3rd: When a bill is voted for by acclamation and more than 20 Members get on their feet, then a division (i.e individual voting) must be called for to verify the vote. This was not done. again under the mi-stewardship of one Muturi! It my hope that President Uhuru Kenyatta will not accent to this Bill and subject himself to live with a Judicial nullification of his consent. I will be commenting on the Bills constitutionality after I have seen the approved Bill; but procedurally its a nullity! Like · · Share
