The Senate passes today SB 2275 (authored by Senators Pia and Alan Cayetano), also known as Iskolar ng Bayan Act of 2014, which mandates all state universities and colleges (except UP because we are autonomous under RA 9500) to provide AUTOMATIC ADMISSION and grant SCHOLARSHIP to the TOP TEN graduating students from public high schools. This is, of course, a welcome development in our struggle to make tertiary education more accessible to financially-challenged but deserving students. And I hope this can MOTIVATE high school students, especially those from poor families, to STUDY HARDER to make it to the top. But then again, it makes me think: kung libre lang sana ang pag-aaral sa kolehiyo, hindi na sana kailangan pa ng scholarship grants. Kung umuunlad lang sana ang bawat pamilyang Pilipino kasabay ng sinasabi ng Pangulo na paglago ng ekonomiya, hindi na sana kailangan pa ng scholarship grants.
