The Tories will trumpet the headline - and rightly so - but if they wish to be taken seriously as a party for the whole population they will have to address this: "For instance, while the bottom fifth paid just 10.2% in direct taxation, the 26.5% they paid in indirect taxes meant their total tax burden was 36.6%. The richest fifth paid 24.7% in direct taxes but just 10.8% in indirect taxes, meaning their tax burden was 35.5% - lower than it is for the poorest fifth."
