The absence of a birth certificate and citizenship does not prevent authorities from prosecuting her person for anything. Her spoken name is enough to put on a charge sheet with her fingerprints, even without a prior record or type of identification. By a legal doctrine known as Idem sonans (sounding the same) similar sounding names are just as valid when referring to a person. The initial police action would just be the beginning of a court file relating to her person, whether it is written in upper or lower case letters or even with spelling mistakes.
