I actually had opportunity to speak to the architect of the Nitrate Dilution Model that tells us we need 24 acres minimum to build a home in the highlands. He basically admitted that landowners were getting hurt. In order to offset that, they built into the act the compensation mechanism known as the Transfer of Development Rights (TDR). That was supposed to compensate landowners. Guess what. It didnt happen. So one side received what they wanted and left the other side hanging. So they wonder why there is push back.
