The dearth of lending to the African private sector, is correctly identified as a strategic liability for the continent. But its cause is not: Africa is actually full of enormous amounts of dead capital, savings kept outside the formal financial sector. The examples of Cameroon, Rwanda and others show how this capital can be channeled to government infrastructure bonds by the billions. The trick then for private financial companies is to create the new products which will proactively generate trust from African savers, without the involvement of the state.
