The Sindhukirti refit was awarded to the Hindustan Shipyard with the lofty objective of developing indigenous capability. But what made the choice of HSL bizarre was that it had not produced any warship, and the only time it had taken on a military refit project was for the Foxtrot class submarines. It delayed that refit as well. The Navy believes that the HSL does not have the experience and competence to upgrade the Kilo class submarine. They were never capable of doing it. The government has been supporting this out-of-work shipyard at the cost of operational readiness and national security, thundered a naval officer.
