The following letter was sent to Stow Mayor Sara Drew with a date of August 6th, before the mayors idea of redrawing the Stow/Munroe Falls borders. In it, Larson says he doesnt want to proceed with an earlier agreement that was to be signed by both mayors allowing Stow to do repairs while Munroe Falls paid only for materials, which they (MF) would be reimbursed for by the state at a rate of 75%. The letter indicates he wishes to further discuss another course of action involving a culvert. The letter reads as follows (note that any spelling or grammar mistakes are within the text of the letter): Dear Mayor Drew, On Thursday, July 31, 2014, I received the drawing you so graciously offered in our meeting on May 27th, 2014. Late afternoon on Friday the 1st we received the agreement to sign giving you permission to do work in our city, which has been sent to the Law Director, Jack Morrison, Jr. for review. After: · Reviewing the drawings submitted by Stow Department of Engineering, · Reviewing the letter of Friday August 1st from Mr. Zawiski of Ohio EPA, · Reviewing the preliminary analysis from Hammontree & Associates, Limited, which states a 9x6 precast concrete box culvert is required to pass a 25 year storm · and a long discussion with my City Council and Service Director Bowery. It is the consensus of City Council and myself, that it would be inefficient use of taxpayers monies, both for Stows and Munroe Falls taxpayers, if we proceeded with just a design to address the erosion and do not correct the problem properly by minimizing the occurrence of the overtopping as suggested by the EPA. I would like to meet with you and discuss collaborating towards Mr. Zawiskis overall preference is to construct a culvert under North River Road sized according to stream geomorphology, provided additional upstream management actions take place. Please let me know as soon as you could meet to . Regards, Mayor Frank Larson Thoughts... - The mayor here seemed to want to discuss a solution involving a culvert. NOW he wants to redraw the city borders. He seems to be throwing everything at the wall and seeing what sticks. This is NOT leadership, this is arrogance, laziness, and unwillingness to cooperate. -NO discussion about anything in this letter occurred at any council meeting. Any meetings of council the mayor is referring to therefore must be meetings constituting a VIOLATION of Sunshine Law as you cannot discuss city business among 3 or more elected council members without a public meeting. *I have edited this from my post on my personal wall...feel free to check it out for my further feelings on the subject.*
