The goal of the ACA was to give those who couldnt afford health ins affordable coverage. One of the ways was through a subsidy or Premium Tax Credit. Many of the lower income people that didnt have ins before also never filed a tax return because their income was to low. Now ANYONE that received a subsidy HAS to file a tax return, no way around it! Maybe the secondary goal of the ACA was better monitoring of everyone, through the IRS.
