The government can spend 8M for replacement of a flagpole but it has no money to upgarade the educational system, build new classrooms, buy books and provide classroom equipment... Instead of allocating money to members of congress and senate for their "SCHOLARS".. The government should channeled the funds directly to the Department of Education and State Colleges and Universities.. Afterall they are the ones in charge to upgrade the educational system... This is not their job... Their mandate is to enact laws that will ensure that the right of every citizen to good education.. They are not implementors...
