The only solution to Ukraines problems is for all the military forces to stand down, Ukrainian and Russian as well as paramilitary. UN will appoint neutral countries to send observers and peacekeepers to assure a fair and democratic election, as well as referendum for Crimea to decide whether it wants to join Russia. Eastern Ukraine can have a referendum if and only if Crimeas referendum decides in Russias favor. During the interim period, Russian military forces must return to their pre-intervention positions. Paramilitary forces must return to their homes and return control to police and Ukrainian military, under civilian command, with UN observers heavily monitoring every move. Russias Black Sea fleet will continue to have access and privileges granted to it by past Ukrainian governments, and guaranteed in a new treaty by the new government. Peace can only come from negotiations that satisfy everyone.
