“The only way to success is to work closely with the people and gain their trust!” Kabul, October 2014. 23-year-old 1st Sergeant Mohammad Saleem is a young policeman who is a role-model for his other colleagues due to his good behaviour with the people. Saleem starts his job at 8:30 in the morning. For two and a half years, Saleem has been working as a computer operator, registering the names of people visiting the Police District 5 (PD5) in Kabul. He gives the people information and guidance on how to submit their applications. This is not the only task Saleem is performing, he is providing Police-e Mardume (Community Policing) outreach programmes for the schools and orphanages in Kabul PD5 and works as a member of the Training and Education Unit in PD5. “I studied for six months in Turkey. I saw that the Turkish Police were behaving very nicely with the people and I learned a lot from them, therefore I was one of the volunteers to provide Police-e Mardume outreach programmes to establish cooperation between the people and the police in PD5”, says Saleem. For Saleem the Police-e Mardume programme is an important step towards community policing. He believes that the Afghan police should have a good relationship with the people: “We as the police of Afghanistan should treat the people the way we want them to treat us. Doing this, we will gain more trust”, says Saleem. Saleem also talks about one of his achievements: “In Deh Araban area of PD5, there was a dispute among two brothers. Their old father asked me to visit their house and settle the dispute. Usually police are not informed about internal or family disputes. It was the greatest feeling ever when an old father trusted me, took me to his home and asked me for support.” After attending the Police-e Mardume courses organised by EUPOL, Saleem has learned a lot about the community policing skills and then he had been assigned as a trainer: “It was a very important course for me - to learn how to build cooperation between the people and the police. I organised a number of outreach programmes for the schools and orphanages in PD5, targeting more than 2500 students and orphans. This is a big achievement in PD5.” Information about the activities of the policemen, how to build cooperation, and sharing contact numbers of the PD with the people, especially the students in PD5 are part of the Police-e Mardume outreach programme. “I myself received a call from a school student during a fight between some students. I immediately went to the area and settled the dispute. This is because I shared my personal number and 119 hotline with the school students during the outreach programme.” Saleem has received a Best Practice Certificate by EUPOL and Kabul City Police (KCP) for his best performances in terms of Police-e Mardume. “I was very happy to receive the certificate. It is an honour for me.
