The question we have to ask ourselves, is a country like Egypt a modern state? A modern state, is where the legislative, executive and judicial branches of government are strong and credible. That way each branch can keep a check on each other and make sure that the other branches do not exceed their limits and are adherent to the overarching constitution of that state. In a country like Egypt, the legislative, executive and judicial branches of government are not strong or credible. More importantly, they are subservient to a the Supreme Council for Armed Forces (SCAF). Thus, even if the people elect members of the legislative body and the president, all decisions will be supervised by SCAF Instead of the rule of people, we have the rule of the generals. So Egypt is actually not a modern state but a military state, even if there were free and fair elections.
